What causes extreme itching in the feet and chest in the evening?

There is constant itching.

Hello, as the weather gets colder, my hands get incredibly dry. They get so dry that sometimes blood comes out of my dry skin. I think I experience this every season. I neglect to use cream. What could be the reason for these cracks on my hands? Is there no other solution than cream?
